According to Reuters, Taliban Foreign Minister Amir Khan Mottaqi wrote a letter to UN Secretary-General Antonio Guterres requesting a speech by Soheil Shahin, the group's spokesman in Doha, at the UN General Assembly. A spokesman for Guterres confirmed the letter
