In his speech at the UN General Assembly, President Rouhani of the Islamic Republic of Iran presented the “hope coalition” plan for “peace and stability in the Persian Gulf and protecting freedom and security of navigation in the Strait of Hormuz.”

Rouhani claimed that the “recent incidents” in the Persian Gulf has put the region at risk and the region’s security can be protected by cooperation between the countries of the region.

Most countries around the Persian Gulf have blamed Iran for the recent incidents in the Persian Gulf, including the attacks on oil tankers, seizures of oil tankers, and attacks on Saudi Arabian oil facilities.

Rouhani warned that “the region is hanging from a cliff and the slightest mistake can lead to an all-out war.”

He claimed that the foreign interference in the region is the cause of conflict, and that “Saudi Arabia’s security can only be achieved through ending Yemen’s civil war, not by inviting the foreigners.”

Relations between Iran and Saudi Arabia have been filled with tensions in the past few years and Saudi Arabia cut most diplomatic ties with Iran after the attack by Iranian civilian militia on Saudi Arabian embassy in Tehran. Recently, the attack on Aramco oil facilities in Saudi Arabia for which the US, European powers, and Saudi Arabia blame Iran, has brought tensions to an all-time high.

Rouhani once again repeated the Islamic Republic’s position regarding negotiations with the US: “I declare that our answer to negotiation under sanction is no, and we will never negotiate with an enemy that wants to sanction us.”

“I say it clearly: If you are content with the minimums, we are also content with the minimums. The nuclear deal (JCPOA) was the minimum; both for you and us. If you want more, you have to pay more,” Rouhani declared.
